The annual Organizational Meeting followed by the regular monthly meeting of the North Baltimore Local Board of Education was held on Monday, January 14, 2013 in at 5:30pm the Wolfe Community Room of the North Baltimore Public Library.
The first item of business was the election of officers for 2013. Tami Thomas was elected President and Russell Bretz, Vice President. All Standing Committees remained the same.
Other Assignments:
Appoint the Traesurer as the Board Representative for HB 9 public records for Professional Development requirements.
Approved a resolution for compensation for Board Members as per Board Bylaws #0147, (No change).
Approved a resolution to appoint the Superintendent as:
Purchasing Agent
Coordinator of Federal State Programs
Prevailing Wage Coordinator
ADA Compliance Officer
EMIS Coordinator
The Superintendent recommended and the Board approved the following annual standard authorizations for calendar 2013:
Treasurer is authorized to make short-term advances as needed from the General Fund to various other school funds to ensure their continued operation.
Treasurer is authorized to review and approved all Then and Now Certificates per ORC5705.41(D).
Treasurer and/or Superintendent is authorized to review and approve expenses related to refreshments for meetings involving the community and/or staff.
Approved a resolution to authorize the Superintendent to employ temporary personnel and to act on behalf of the Board in keeping with Ohio Revised Code and Board Policy.
Authorized the Superintendent, on behalf of the Board to accept resignations submitted by employees during times when this Board is not in session, subject to ratification by this Board, such resignations shall be deemed effective as of the date and time of the Superintendent’s acceptance.
Authorized the Superintendent to enter into tuition contracts for special education and regular education students with other school districts.
Approved a resolution to appoint the MS/HS Building Principal as HB 308 Safety Coordinator.
Approved Sharon Barnett, school psychologist, and Katie Kelly, special needs supervisor as district representatives for I.E.P services for the North Baltimore Local Schools at no cost to the district.
Approved a resolution to retain legal services from the following law firms for the 2013 calendar year:

Pepple & Wagoner
Ennis, Roberts & Fischer
Approved the Ohio Schoo Boards Association Legal Assistance Fund Consultant Service contract beginning January 1, 2013 through December 31, 2013 at a cost of $250.
Approved a memebership to the Ohio School Boards Association beginning January 1, 2013 through December 31, 2013 at an estimated cost of $3,212 for subscriptions and monthly updates information.
Approved the Education Tax Policy Institute (ETPI) consulting services beginning January 1, 2013 through December 31, 2013 at a cost of $500.

Regular Meeting
The Superintendent, Marlene North, recognized Cody Switzer, Band Member who represented North Baltimore in the All-American High School Band that played at halftime in the BCS Game played in Florida on January 7, 2013. Cody was selected after a series of auditions and after submitting a video featuring him playing and marching. He was one of three players selected from the State of Ohio. He was presented a gift certificate to help him purchase music or to help him pay for an instrument. He was presented a certificate honoring his selection to the All-American Band.
The Board approved an administrative contract for Treasurer, Eve Baldwin for a period of five years beginning August 1, 2014.
After the Treasurer’s report and administrative reports that can be read elsewhere in this publication, the Board moved on to regular agenda items and the Superintendent’s Recommendations.
Accepted the supplemental resignation of Julie Traver for the 2nd semester portion as MS Team Leader for the 2012-13 school year.
Approved the supplemental contract for Hank Flores as Freshman Girls Basketball Coach for the 2012-13 school year, (50%).
Approved supplemental contracts for the following as substitute Van Drivers: Amy Snyder, Charlene Hosley
Approved the following student teachers from BGSU with cooperating teachers for the 2012-13 school year and paid through general fund at BGSU’s current stipend rate.

Approved an adjusted agreement with the Wood County Educational Service center for special education services for the 2012-13 school year bringing the cost down to $610,000.
Approved a resolution submitting to the electors of the North Baltimore Local School District the question of the renewal of an existing 8.0 Mill Tax Levy for the purpose of current expenses for a continuing Period of time, pursuant to section 5705.21 of the Revised Code.
Approved a donation of a transformer for the sports building facility from the Hancock Wood Electric Coop at a value of $5,000.
Approved a donation to the Wood County Youth Olympics for $300 from the North Baltimore Board of Education for the 2013 Olympic Program.
Accept a donation to the Athletic Hall of Fame from Carl Myers of $100 in memory of Ron Rader to be deposited in the athletic account 300-9500.
Established a Board Service Fund for the Board of Education of $12,000, same as last year.
Other Board Business:
Established the meeting time and day as the fourth Tuesday of each month except for the meetings of October 17, 2013, and December 17, 2013. Meeting location will be the new MS/HS Complex. All meetings to be start at 5:30pm unless otherwise noted.
The date of the Public Auction to sell the former M/HS Complex Site, 124 S. Second Street was set as Saturday, February 23, 2013 at 10:00am in the Administration Building on Main Street. More details can be obtained at the Administrative Building. Watch for Auction notification in this and other publications.
The next regular meeting of the North Baltimore Local Board of Education will be held on Tuesday, February 26, 2013 at 5:30pm in the new HS/MS Complex.
